“PERSISTENT ORGANIC POLLUTANTS:
PROBLEMS, INTERNATIONAL INITIATIVES, PUBLIC ACTIONS”
Recommendations of the regional consultations seminar
on public actions aimed
at resolving POPs-related issues
Participants of the seminar highlighted the global nature of issues related to
persistent organic pollutants and acuteness of these issues for all countries of
the region. All parties concerned have to participate in resolving POPs-related
issues.
Seminar participants reached a conclusion to implement the following actions
aimed at supporting public participation in resolving issues related to
persistent organic pollutants:
PUBLIC PARTICIPATION IN DECISION-MAKING
- lobbying for speedy ratification of the Stockholm Convention and associated
Basle and Rotterdam Conventions
- development of mechanisms and procedures for public participation
- interaction with representatives of legislative and executive branches
- public participation in harmonizing Stockholm Convention provisions and
national legislative acts
- initiate development of national laws governing issues related to persistent
organic pollutants
CROSS-SECTOR AND CROSS-NATIONAL INTERACTION
- Establishment of the Central Asian network on POPs-related issues and its
regional representative offices
- Exchange of consulting and expert information
- Organization of Central Asian conferences to assess effectiveness of public
actions aimed at resolving issues related to persistent organic pollutants
- Participation in international networks on POPs-related issues
- Participation in development of the national action plan on resolving issues
related to persistent organic pollutants
INFORMATIONAL AND PUBLIC AWARENESS ACTIVITIES
- Development of the Central Asian database (web site, national resource centers)
- “Hot line” on issues related to persistent organic pollutants (contacts, NGOs,
experts etc.)
- Publication of a brief summary of POPs-related issues for distribution among
NGOs and general public
- Development of informational courses on persistent organic pollutants for
universities, schools and pre-school institutions
- Promotion of “clean technologies”
- Generation of media attention to cover POPs-related issues
- Organization of seminars and round tables
- Distribution of information and consultations on issues related to persistent
organic pollutants
- Organization of exhibitions, contests, etc.
EDUCATIONAL ACTIVITIES
- Development of methodologies and informational materials for various facets of
the education system
- Creation of educational video programs, movies, clips, CD-ROMs
ACTIONS
- Organization of specific actions and campaigns to highlight issues related to
persistent organic pollutants
- Initiation and implementation of projects addressing POPs-related issues
- Ensuring public oversight over stockpiles and industrial wastes containing
persistent organic pollutants, as well as, over actions of industrial
corporations
- Participation in international projects aimed at resolving issues related to
persistent organic pollutants.
