Strategy Facilitating Implementation of Environmental Protection Conventions
in Kazakhstan
Strategic goals

Promote the role of the general public in implementation of environmental
protection conventions;

Increase effectiveness of environmental protection conventions;
-
Consolidate NGO actions aimed at implementation of the conventions.
Strategic objectives
-
Create an effective system of public monitoring over implementation of
environmental protection conventions;
-
Establish an informational exchange system among NGOs supporting control
over implementation of the conventions;

Lobby for ensuring adherence of national legislative acts to the
provisions of the Orhus Convention, including provisions related to:
-
a) the right on access to information, particularly, procedures for
accessing information, limitations on access to information,
responsibilities of government structures related to release of information;

b) public right to participate in decision-making, including development of
detailed procedures concerning public awareness issues, time limits for
submitting proposals and concerns; accounting for submitted concerns in the
decision-making process and in the course of distribution of information in
accordance with the Orhus Convention;
- Develop the necessary conditions for application of Orhus Convention
mechanisms to international environmental protection conventions;
- Increase the level of public awareness and awareness among government
officials of the role played by environmental conventions and the need to
implement the conventions;
- Develop effective cross-sector cooperation (state agencies, public,
corporate sector) to implement the conventions;
- Facilitate ratification of the conventions by Parliaments of Central Asian
states;
- Promote international cooperation of NGOS aimed at implementation of the
conventions;
- Ensure public participation in development of nation-wide action plans
supporting implementation of the conventions.
