Developing indicators for monitoring on Aarhus convention
The project on developing indicators for monitoring on Aarhus convention was
launched in Kazakhstan. Elena Petkova - expert from Access Initiative World
Resources Institute, Public Association "Greenwomen" and specialists in Aarhus
Convention take part in the project.
The main objective of the project is to create conditions for realisation of
pubic needs and opportunities in access to information, decision-making and
access to justice on environmental matters.
The project is carried out by OSCE (Organization for Security and Co-operation
in Europe) in Almaty
lkudaibergenova@osce.nursat.kz , by the Public Association
"Greenwomen" (Kazakhstan) and funded by
government of the USA
The project will be implemented in a few directions.
"Greenwomen" will disseminate sets of materials among governmental agencies,
NGOs, MEDIA of the Republic of Kazakhstan and international organizations on the
following topics:

developing indicators for Aarhus convention monitoring

Assessing public opportunities for access to information,
decision-making and justice

Methodology: Review research terms and tools

Capacity building
-
Distributing results and participation in international projects
such as The Access Initiative World Resources Institute
The workshop on developing indicators for Aarhus convention
monitoring will take place in Almaty ,October 28-30.
The objective of the workshop is to work out such methodology (including a
number of indicators), that will give the possibility for the government and
public to assess implementation of Aarhus convention (access to information,
decision-making and justice on environmental protection issues) in the Republic
of Kazakhstan and to take steps in order to improve the environmental situation
in compliance with the
achieved results. In particular, the participants of the workshop will work on
the following issues:
Assessment:
of the situation on access to information, public participation in
decision-making and access to justice
Developing indicators for 4 categories:

Public access to information on environmental issues

Public participation in decision-making
-
Access to justice
-
Capacity building
Measures: how often and who should assess indicators
Discussing Advantages in creating of a coalition for Aarhus convention
monitoring
Putting results into action: to work out a indicators chart in order to improve
environmental situation in specific areas and all around the Country
Creation of action frameworks of governmental and non governmental agencies on
monitoring Aarhus convention implementation and taking corresponding measures
A collection of materials will be prepared according to results of the project.
Representatives from NGOs, Governmental environmental agencies, Media and
international organization will participate in the workshop that will be held in
Almaty, October 28-30.
