The first session of Public Council on cross-sector cooperation for implementation
 of international environmental protection conventions in Kazakhstan.

AGREEMENT
On cross-sector cooperation in implementation of international implementation
of environmental protection conventions in Kazakhstan.


Based on high ideals of environmental protection and improvement of the quality of life, supporting sustainable development of the Republic of Kazakhstan and realizing the need to fulfill Kazakhstan’s obligations on implementation of international implementation of environmental protection conventions having a global impact on preserving life on the Planet Earth participants of the first founding session of the cross-sector Council facilitating implementation of international implementation of environmental protection conventions in Kazakhstan (here and after referred to as The Council) agreed on the following:

1. Establish the cross-sector council facilitating implementation of international implementation of environmental protection conventions in Kazakhstan.

2. Elect the Council’s permanent members including representatives of Kazakhstan’s Environmental Protection Ministry and other interested government agencies, Parliament of Kazakhstan, non-governmental organization.

3. Defining key areas of The Council’s activities related to the following conventions:
conventions on combating desert expansion, convention on preservation of biodiversity, convention on World heritage, convention on preservation of swamps and bodies of water (Ramsar Convention), convention on migrating species (Bonn Convention), convention on climate change, convention on persistent organic pollutants (Stockholm Convention), Orhus Convention on access to ecological information, public participation in decision making and access to justice on environmental issues. (The list can be amended as needed).

4. Entrust the Council with observation, information, recommendation development and consulting functions. Members of the Council assumed the following responsibilities:

Kazakhstan’s Environmental Protection Ministry

  • Provide information on development and implementation of nation-wide action plans, programs and projects related to the conventions;
  • Ensure NGO participation in development and implementation of nation-wide action plans, projects and programs related to the convention;
  • Ensure cross-sector discussion of Kazakhstan’s national reports on implementation of environmental protection conventions;
  • Cooperate with other governmental entities;
  • participate in organization and conduct of the Council’s sessions.

Parliament

  • Organize parliamentary hearings on issues related to implementation of the conventions providing opportunities for NGO participation;
  • Initiate parliamentary queries regarding implementation of the conventions;
  • Initiate ratification of key environmental protection conventions;
  • Harmonize national legislative acts to ensure adherence to the provisions of ratified international conventions.
NGO
  • Support exchange and flow of information within NGO networks (broadcasts, web sites, publications) regarding implementation of the conventions;
  • Participate in development of nation-wide action plans, programs and projects aimed at facilitating implementation of international environmental protection conventions;
  • Organize seminars and roundtables to promote conventions;
  • Participate in international and national environmental protection actions and events (The day of birds, The march of parks, Earth Day, The international day of combating desert expansion, The day of the environment, The day of swamps and bodies of water, The day of biodiversity preservation, The day of swans, etc.);
  • Initiate public hearings regarding enacted conventions and support of environmental conventions ratification;
  • Participate in organizing and conducting The Council’s sessions;
  • Take part in developing national reports regarding implementation of nation-wide action plans and other types of reports;
  • Stimulate participation of international organizations and foundations in The Council’s proceedings.

5. The Council conducts its proceedings in the form of sessions and, as needed, in the form of roundtables and public hearings. The Council develops recommendations regarding participation of representatives from Kazakhstan in international conferences and sessions on implementation of the conventions.

6. Financial means for The Council’s operations shall be procured by international organizations, Ecological Forum Resource Center with support provided by government entities, The Council’s members and other sources.
